The old USSE plant is not an operating biodiesel plant.

BLDV might have had "talks", might even have made an "offer" and had negotiations.
But BLDV has No funds to buy a plant, feedstocks to process, outtake contracts for production or people to run a plant.

Moaning still operates out of his small apartment with a cell phone, an answering service and a PO Box.
