No mystery.
Actually, there is absolutely no mystery what's going on here. The MMs were easily able in this market of fear to get CTGI holders to sell shares to them cheap, and now that the price has stabilized at around the .20 range, they are now selling those cheap shares back at a profit, and (sorry if I seem cynical) probably to some of the same investors).
Me, I still holding and buying here and there at lows.
