I've never been able to trust insider buying. There were insiders buying many of these stocks that are trading under $10 at 5 to 10 times the current value. Heck, Buffett bought GS when it was at $116 and GE at 21.

AKAM was a buy in 2002 because it was likely priced well below cash on hand, as many of those Nasdaq stocks were at that time.

I think I capitulated on AAPL at 12 bucks.

Got AAPL @ 15.50. Do you have a target in mind for this rally? Looking at the chart I see potential to 17, 18.50, and 20. Only keeping this one for a trade until the next leg down.
