Thats what I have said as well . The government can place orders with all three companies to completely replace all vehicles used in the Federal gov. with new equiptment . They can then sell the vehicles they currently have through public auctions so they can recoup some of the money they spent on the new vehicles . This money can then be placed into the "energy" fund instead of getting payment from the loans that the big 3 will probably never repay .
