iwjw, although that is not my intention, I understand your position of wanting a R/S, so you can likely sell and get out since XXIS is currently illiquid.
You are probably not the only one with that mindset and that may be a reason why XXIS will not execute a R/S. XXIS has to know that there are investors out there that may want to get out at the first possible chance they get. If XXIS executes a R/S, there may be a huge sell off by bid wackers just trying to get out as fast as they can; thus even after the R/S, possibly getting the share price back to where it is now in short order.
I'm just writing as I am thinking so I could be overlooking some things or just flat out wrong.
