No one ever said it would get to ten percent. It was trading at a buck a share and someone noticed that IF it got a single percent of it's par value(1%) then it was worth $10 a share

They also noted back when it was trading at a buck that it had a conversion clause that made it worth 114 shares of common and that made each share convertable to $6.60
