The foxes have controlled the henhouse rules.
Maybe this fall's downturn will prompt some personel changes that will give us people in the federal offices that are more in tune with what the job titles indicate those people should be overlooking.

They caused the mess we're in right now, sub prime mortgage failures not withstanding.
