Scottrade should be penalised for misleading shareholders that companies need to pay Reuters to be included in their Special Reports

I thought that it was common knowledge that the data for short interest isn't always reported properly or correct, not to mention FTDs. IMO, I would trust Reuters over the SEC and their data.
