Snake.. I fully second your thoughts, it is the management's and SEC's responsibility not our's and that should be their problem baby not our's.

Having said that based on some of the postings and IMO there is no need to ask for certificates

1. Selling back is not convienient and easy and fast.

the way forward what everyone MUST do is move their shares from Margin accounts into cash acc and this will stop NSS from happening.. SO DO NOT LEAVE YOUR SHARES in MARGIN Accounts...
