I read this whole thing a little differently.

They did not hire Scott to run an advertising campaign for Q. It appears to me that he was hired to, primarily fill the role of Sales Manager, selling advertising on the Q network. Why else would he be hiring a sales staff to assist him? It can be infered from the release that they hired him because he has experience in the Ad business and should know the players at the New York ad houses that produce ads and then buy time in various media outlets for their clients.

Every television network and radio station, for that matter, have a sales staff to sell adveritising time on their outlet. That role is what this hiring appears to fill. Madison Ave is where it all happens in the big leagues, and if you want to be seen as a legitimate player, you have to be there--no matter what the cost.
