What wasn't part of the original plan/game was the financial meltdown which then created the new short/naked short rules/ban. Now the CD holder needed to accelerate the process to make sure he covers all his naked shorts, in a much shorter period of time then he originally anticipated before he has his account seized or charged back for the FTD's.
