I have to believe in the filing for the bidding in progress somewhere along the way - this potential buy was noted so that the orgs that went out to bid - would have that info in the bid package provided by HISU

Might be that Ralston is able to provide the financial backing HISS needs to actually land the SC contract. Balance sheet would probably look way to thin without this buyout.
