Ugo, Where do you get your stats that 1.5 million people in Tijuana don't have land-line? Would there even be a need for 1.5 million more land-line users, considering that there's probably way less than 1.5 milion homes in Tijuana. Don't most Mexicans live in large groups where only 1 landline is needed. You also forgot to mention that there's more cellular users Mexico than landline which makes your point misleading. And the "cellular over landline" trend is continuing all over the world. I'm trying to figure out your point? So why doesn't ONEV target Telcel which would bring them in more revenues instead of targeting landline which is a dying breed.
