Yes they are because the transfer is 1 preferred to 16 normal shares. right now there is 150,000,000 million shares available if they change that number it dilutes the preferred shares. The have stated that they are going to change the available shares to an undisclosed value which means the preferred shares ratio will not be what it is today.
