He should have given you an estimate on the cost of windows and labor.

Since you're asking and the guy is coming today, pay for the windows and give him 25% of the labor. Pay off the labor part upon completion of the job.

Before paying just go around and check to see if windows operate smoothly. Job done right. Place cleaned up.
Your contract should have stated when payment is due that you agreed to. He shouldn't ask for any money until job is completed.
