Glad it's not just you seeing that. I ended up trying that with my WebTV emulator (shutting it down and restarting it) and found that's what it was taking for the changes to work.
I'm really kinda blown away that after my daughter made some really funky changes to my config, then I put them back to the defaults, Opera started behaving properly. That's gonna drive me crazy.
Also, I just put in a change that should help alleviate some of the necessity for WebTV, Opera and Netscape 4.old to have to hit Reload for the changes to happen.
I'm almost ready to put this into production along with the bottom menu feature, but am playing around with a few more things. Well, that and I'm just plain having a lot of fun trying out different interfaces. Right now I'm using an interface which has a pleasing light gray (color code #eeeeee) for the page color, and has the menu as individual blue boxes that look like 3D buttons, with yellow text on them.
Before I put it into production, I want to get it set up so that anyone can make their menu appear either as a single 3D box (inset or outset from the page), as individual boxes ("buttons") for each menu item, a combination of the two, or neither.
