In some cases 144 restrictions are lifted after 6 months, in other cases it's 1 year, and in some really unfortunate cases (for insiders holding unregistered shares) under the new Rule 144(i) it's never!

The SEC keeps changing the rules. David Feldman and others are trying to get the new Rule 144(i) repealed but if it ever happens it probably won't be any time soon.
