I guess you could take it like that. To me, however,

"by the 23rd" would mean "by COB on the 23rd"
"before the 23rd" would mean "by COB on the 22nd"

It is fun to parse out the words - in the end, I think it was a nice story, but it turns out that no matter what PLO was told - it probably was exactly that - a nice story.

BUT, maybe tomorrow we will get the news...never know...prior to open would be nice....
