chunga1 -- yah, 'generally' -- unless it's a choice employees at a workplace would like to make to form a collective bargaining unit -- then it's open season for the employer to intimidate, abuse and/or fire any worker suspected of even breathing the word 'union' (Walmart in particular coming to mind in that respect) -- it's that current reality in practice which those bills are meant to address
