In a perfect world you'd be correct, but this is the pinks (or greys as the case may be). A R/S here is most often (but not always) a poison pill that screams scam and tanks the price.

Right now I think we hover around .0002 with an A/S of 2.85 billion. If my math is right, assuming that all of the A/S is O/S (not known at this time), a 1:1,000 R/S would leave an O/S of 2.85 million and share price of 20¢.

Without news and the stock in the greys, that price would probably last about ten minutes. I'll bet it would be sub-penny within a week or two, and the short would cash in by covering many fewer shares at the lower price. jmo...
