The A/S was increased from 250 million to 1.5 billion, but that does not mean that all 1.5 billion shares will become part of the O/S, the company is doing what it can to try and minimize the conversions therefore minimize the O/S size. Once the CD holders are removed from the books, then the company can concentrate on other ways to lower the O/S share count. Short term we have to deal with it, long term things will get corrected. The increase we have been seeing in the O/S are CD holder conversions, which means debt is coming off the books and being eliminated, and from the looks of it, accelerated to remove the CD holders/debt as fast as possible.
