There are two new rules...!!!!

First... delivery of stock by settlement time... APPLIES!!!! to SPNG... a big plus IMHO...

Second... NO shorting at all on something like 399 financial stocks... Does NOT apply spng..

The First one is the big one... "helps" eliminate naked shorting..!! And the more certificates in shareholders hands.. harder to short!! And with 50Million being bought back... I am sure they will be taking those Certs....
