No, that just means someone wasn't paying attention for a minute. Their usually stacked 2 deep on the ASK, and if those shares are sold at the ASK, it is supposed to up tick. But conveniently when that broker runs out of shares at that ASK price, someone looks under the couch and finds a couple million more at a lower ASK price and throws that up on the board. There seems to be no shortage of low ASK price even though everyone seems to be holding their shares long term and not selling.
