This argument held some weight back when the SP was at .4-.45 (the argument then being that the then-current SP assumed the funding would be received, based on the funding rummors that were flying around). Now, with the SP at .14 I don't think anyone can, with straight face, make the argument that this price assumes receipt of the funding.
