It sure looks like dilution. If it is the company selling the O/S should be pretty close to being maxed out the ibox indciates the O/S as being 312,495,761 as of July. The AS is still 312,500,00 according to Nevada SOS.

OS is maxed, so it might not be the company, but restricted shares. Who knows, and who cares at this point.
