I believe you are incorrect. You are looking at the wrong chart. The chart that shows the numbers you gave is on page 18 of the document I cited in a previous post. Those numbers are from a specific test, not an aggregate throughput test. If you look more closely, you will see that the numbers you gave corresponded to a service rate of 22/3. As I understand it, this means that the test was designed to see how Upstream Power Back-off (UPBO) affected the performance of a chipset configured for 22/3 service. As the chart clearly (there's that word again) shows, the Ikanos product delivers nearly twice the service rate with significant headroom left, as indicated by the margin column. It obviously did not represent the maximum throughput of the product.

To compare the performance of the Ikanos product to Embarq, you need to compare apples to apples. To do this, go to the chart on page 24 of the same document. This chart shows the aggregate throughput at various distances. These are the numbers to use to compare to the Embarq claims. Note that there are two bars for 1000 feet. I believe that the second 1000 on the x-axis is a typo and should be 1500 feet.
