Yeah, it is BS. You can still sell the stock without calling in. What I usually do when they restrict a stock that I am going to buy is just call them up and place an order for like a hundred shares at some price way below the bid. Once this is done you can then go in and change the order from your computer and place your real buy yourself when you are ready.
