It comes down to the public at large.

If the voters do not like infrastructure earmarks, they can always say no and vote the bums out of office.

Now there is a movement to loan the domestic automakers $50 billion to covert almost all SUV plants to small vehicle ones. Even the rural and suburban so called anti gov't spending/tax folks want the state of mn to pay for most of a new Vikings stadium.

This country has badly needed infrastructure needs that needs to be addressed unless you want bridges to collapse.
