a fast busy signal is almost always a bad relay in the phone companies switching not very often is that any thing on the recievers end

i work on fax systems everyday and get calls from users asking the same thing about the different sounds on phone lines

but then again it could be a trace and bug to see who is calling so they can target you if you bash them LOL just kidding
