They have a handful of employees and I think they have a bit more to do than worry about the webpage.

That would also be an added expense for people to bash on if they paid another company to keep it updated. Or hired a techie for that purpose only.

I don't think you can call the COMPANY dodgy for their webpage. Now, if they were an internet company, you just might have a point.
