I'm not 100% sure but it does sound like the same Robert Hibble and YES he's located in Florida.

Let's see if anyone else can confirm that this is the same Robert Hibble that's been promising the audit for the past 6 months, also day by day and the day never comes, well at least not yet.

Hopefully it will be done by end of day Friday of this week.
