No effect on NEOM as NEOM's phone applications interface with the phone's operating environment and does not operate within the mobile browser. They launch the browser application; that is accomplished through the phone's operating environment/system.
Until Google moves Chrome to mobile, their support of Apple's WebKit will only be effective in rendering web pages/content on desktop browsers.
"So far, Google has not indicated whether Chrome will be made available as a mobile browser, or whether developers will have to modify the open-source code to get it to run on mobile devices."
