Setting up a web site might be a great place to start. You would have to be careful not to infringe any Peregrine Pharmaceuticals trademarks in naming it though. It would have be to clear that it is a shareholder web site.

Wasn't TYP setting up a web site "Let'sChangePPHMin2008" or something similar? Whatever happened to that?

I think we need to obtain from the company a list of shareholders and there needs to be a mass attempt at contacting them via mail, email, phone or any other means and urge them to vote their proxies and vote "NO". If they don't vote and their brokerages vote yes, this is a disaster!

From what I have read, shareholders of a company, AVII, set up a shareholders' advocacy trust and have had some success. Maybe that is one way to go?
