That's how pink sheets work no one knows that answer for any pink sheet traded stock. What your post is really saying is no one should ever buy a pink sheet stock because they don't know how many shares there are on a fully diluted basis. Tons of people trade pink sheet stocks without that info every day you just happen to not be one of them.

That second part is laughable you dug up some 1999 filing on Triumph. He got a whopping 55k fine and a slap on the wrist oh dear.
