The grandfathering provision of REG SHO has no application to HGLC whatsoever. There was a 1 for 3000 reverse split here and a subsequent raise of the O/S to almost 300 billion shares. Had there been an FTD problem here (and there wasn't), it would have likely disappeared through the R/S and the subsequent massive hike in the O/S
