The only partial settlements I have looked at were the John M. Fife settlements for NSMG and there it was apparent that the reason for the partial was that they likely did not expect the price to hold up well. I am guessing the same thing going on here.

I have not paid attention to either one of these companies but noted that outboard got a grip on TAO months back.
