What is happening is a "perfect storm" in the chip industry. The economy has stopped development in the southern tier of NH so there is very little land clearing. Land clearing was a huge contributer of biomass fuel.
Many of the loggers have gotten out of the business after the paper mills started closing.
The growning pellet industry has taken wood out of the market.
The collapse of the furniture business in NE has had a big affect on the saw log market. Biomass wood is a byproduct of cutting high quality wood and also pulp wood.
And finally the wet weather we have had this summer has made access to many forests a real problem.

UNH says the state can only support another 100 mw of biomass usage and there are over 200 mw of plants in the planning stages.
