rural was the emphasis...yet you cannot say no to urban expansion ... but if u get ur rural target/projection that is the time to move urban...when urban competition haveno room to expand except go ruralo which will cost those urban more losses ...this is where long range planning/strtegy glcc is supposed to win...

Yes, Haorizi exists. At least the minister of commerce (MOFCOM)believes it as he mentions them specifically among others in this statement.
