The S-1 can probably be explained better by Googling it or by someone else here, but basically, I believe it is a prospectus, giving a clear and up-to-date idea of what the LTC IPO is, and what it's opening price range will be.

Once known, it should help to give a better idea of what CTGI itself, is worth, from the market's POV.

However, ninja posted a chart that gives a good idea, too.
