You are right we should get an electronics expert because what it says that the tuning voltage sensitivity is 20 mhz/V, but the operation range is specified from 200 mhz to 1300 mhz.

So, lets get an expert otherwise I can only believe what on that specification, that is no operation below 200 mhz.

That is assuming your first piece of information about the 20mhz is correct. We might be able to get that from the patent information.

Also I don't need to find anything for SEVU, if they have a good buyer they could find it with 2 phone calls, many other mfg of chips out there....
