like I said, if it's place in cert form then the broker has received it, then it would be short, but not naked short. Other issues if they have not.

They "operate" to protect their own interests, which walk the fine line of criminal behavior, imo.
Just like when they put "buy" restrictions on hot stocks (but not "sell", lol) to "protect their clients"
