Opportunity, if you put a buy in at the ask and it was not filled right away, the market maker probably thinks he can make money off your trade. He will buy the stock a fraction lower and resell it to you. He may even go short and sell you the stock thinking he can buy it lower. That's the way things work in the OTC markets.
