After the ruling in September watch them revoke

the registration.... and then it will stop.

Once fines have been rendered, they can say that this is a scam and a proved point; then they can go forward and end this debacle. DOJ can put Rufus behind bars on criminal charges of fraud.

You will have to hope that the DOJ decides to put him in jail. But considering the that CSHD is a pimple on the grand scheme of things, that probably isn't going to happen.
