The PPS has been on a decline since Feb. when Pinksheets was updated with the the share structure. If there was some sort of delay on reflecting a O/S increase to the T/A, It would have happened by now imo.
Unless IR AND the T/A are out right lying, it's being shorted. There are no other possibilities if those numbers are fact. If they were converting preferred shares to common then there would have been an O/S increase as well.
