I had the same question (as to the flatness or roughness of the bottom of the blocks)and asked about it in the past and I swear the response was that the bottom was not flat but very rough. Maybe I misunderstood. If it is flat, then I agree tying in the various pools should be easy as far as getting the oil to the storage center. Would appreciate a definitive answer if anybody knows for sure. If answer not given soon, I will email ERHC and ask them the question.
