Maybe that restriction is more a reflection of the IR firms past practices than an attempt to kill a start-up company.

yes that it is if you have all shares of an jacket (that means 100% of an stock without assets) and price of the Stocks is at 1$ (fictive mc) it can not fall down if you not sell any stock.

but if you put in an firm that nowbody nows what they realy proofen work or earn and now you throw 50% of your shares in free tradable market, stock price fall down.
