they flag stocks that have unusual activity or questionable actions associated with them... I was told by someone there at scottared previously that an account had been hijacked to buy shares of a specific stock to pump the price and that triggered it that time... no idea what has happened here now but by doing this they require a phone call to perform the transction for security..
