The last 25 per cent may not need 3G as there may be another technology that comes along.

I would guess one real significance of this is that a large number of base stations are needed to cover the last few percent in very rural areas. VOD suggesting that the cost of 3G base stations is not worthwhile in all markets. (Vendors take note.)
