I was just fortunate enough to be able to check some of the claims. I was a logistics officer in the USAF at the time (before I retired) and I happened to have access to all the government procurement databases. I knew right away that no such contract with DHS existed. I also was pretty familiar with contracts/procurement law and the things that Plant was saying was just not the way things are done with government contracts. Like I said, I got lucky... Sand
