I don't know. It's not my job to know....and furthermore, I don't really care. If you're saying that they didn't apply for one, then once again, just post the phone number and the name of the person who works in the Permit Department that you spoke with and let us verify it.
And sure, I COULD spend hours and hours and hours checking up on all of this myself....but I don't want to. Since you are obviously spending all this time without getting paid, I would rather just have you post the verification so that if anyone felt like it, they could easily call and verify for themselves.
